Ukraine's long-range drone strikes on Russian energy sites are strategically targeting oil export revenue, a crucial source of funding for Moscow's full-scale invasion. Russia's counter-strategy involves attempting to cripple the Ukrainian power grid, aiming to deprive civilians of heat, light, and running water, a move that Kyiv officials describe as an attempt to "weaponize winter."

These attacks coincide with a new round of U.S.-brokered talks between Russian and Ukrainian envoys in Geneva, scheduled for Tuesday and Wednesday, just before the fourth anniversary of Russia's full-scale invasion of Ukraine on February 22. At the Munich Security Conference, Ukrainian President Volodymyr Zelenskyy expressed concerns about future security guarantees for Ukraine, questioning the feasibility of a proposed free trade zone in the Donbas region, which Russia insists Ukraine must cede for peace.

Zelenskyy's concerns were echoed by Senator Jeanne Shaheen, a senior member of the U.S. Senate Foreign Relations Committee. She emphasized the need for real security guarantees in any peace agreement, warning that without them, Russia's aggressive intentions extend beyond Ukraine. European Union foreign policy chief Kaja Kallas also highlighted the importance of concessions from both sides for a sustainable peace, noting that key Russian demands, such as the lifting of sanctions and asset unfreezing, are decisions for Europe to make.

Previous U.S.-led efforts to end the war, including talks in Abu Dhabi, have faced challenges in resolving issues like the future of Ukraine's Donbas industrial heartland, which remains largely occupied by Russian forces.
